Council approves replat for HEB site; staff says pedestrian easement details will be finalized in development agreement

Murphy City Council held a public hearing and unanimously approved the replat application for the HEB property at Lot 3R1, Block 1 McCreery Marketplace.
Planning staff explained that because the item is a replat and removes existing easements, state law requires a public hearing. Staff said the replat will remove existing easements and that a development agreement with HEB will contain details for a pedestrian access easement along the western border. "That was something that was discussed when we were doing the zoning for HEB," the planner said, noting the pedestrian easement could accommodate a future trail though some sections may only allow a 6-foot width. Staff added that the development agreement must be in place before the replat is filed and that some moving pieces remain.
No members of the public addressed the council during the hearing and the council approved the replat motion unanimously.
