Planning and Zoning denies site plan for Center of Islamic Knowledge at 1030 North Murphy Road

The Planning and Zoning Commission voted to deny a site-plan application for the Center of Islamic Knowledge at 1030 North Murphy Road (case 2025-017), after staff recommended denial and residents raised concerns about parking, traffic and environmental impacts.

Jared, the planning staff presenter, told the commission the southern building on the single platted lot is about 1,210 square feet and staff "are assuming 8 square feet per person for this type of assembly usage, which would equate to about 151 seats," and noted the city parking requirement (one space per three seats) would round to about 51 spaces. He said the applicant's site plan shows 21 parking spaces and that "staff does recommend denial because the application is incomplete and does not comply with the affidavit of order." The applicant was not present for the hearing.

Commission discussion focused on application completeness and code compliance (IBC/ADA items and fire-hydrant placement), and a commissioner moved to deny the application "for reasons listed in the staff report... as well as based on the lack of parking requirements." The motion was seconded, commissioners voiced "Aye," and the chair announced, "The request is denied." Next steps: staff will continue to work with the applicant on submittal requirements and building permits; the commission will consider any resubmitted site plan in a future meeting.
