Santee Sioux Nation water project: HDPE pipeline to be bored under Missouri River; construction expected April 2027

Dennis Carroll of Pinpoint Corporation briefed commissioners on progress for the Santee Sioux Nation Water System Upgrade (WSF #10095). Housmann Construction has been contracted using a Construction Manager at Risk arrangement. The HDPE pipeline from Avon, South Dakota, to Santee, Nebraska, is at 60% design for the pipe procurement stage; the alignment includes a bored crossing under the Missouri River with the United States Army Corps of Engineers acting as lead agency for permits.
Carroll said the pipeline will be 16 inches in South Dakota and transition to 12 inches in Nebraska; water will flow by gravity for the full length without pumping. Land-right easements are reported as having 100% verbal agreement from affected landowners. Construction is expected to start in April 2027 and the project is estimated to be completed within two years. Carroll thanked the Commission for its assistance.
