Nebraska NRC approves allowing NRCS, NRD staff to sign off on windbreak renovation plans

The Nebraska Natural Resources Commission on Feb. 25 approved a procedural change to the Nebraska Soil & Water Conservation Program (NSWCP) that allows NRCS or NRD planning staff, if trained in farmstead or field windbreak renovation, to review and approve windbreak renovation plans.
Commissioner Don Batie moved the change and Commissioner Mark Czaplewski seconded the motion; the vote recorded 19 in favor, 0 opposed, 1 abstention and 4 absences. Staff explained the change follows a request by the NRD Manager's Partnership Committee and is intended to provide local flexibility while ensuring plan reviewers are trained. The proposal responds to NRCS changes in 2026 payment-rate calculations and shifts in units of measurement for some practices that staff said have operational implications for implementation costs.
The Commission recorded the procedural amendment as a NSWCP modification to practice NC‑16, broadening who may approve windbreak renovation plans so long as staff are trained. The motion was presented as a procedural change rather than a policy shift and passed without further amendment. The Commission’s next meeting is scheduled for April 29, 2026, in Kearney.
