Public works reports water-main repairs, bridge progress and $3 million grant for lead-line replacements

Randall Williams, presenting for the Department of Public Works and Utilities, reported that city crews completed 21 of 24 scheduled water-main repairs for the January–February period, and that Southern Construction completed a major water-line break repair.
Williams said the Poor Creek elevated tank, pump station and force-main projects are in progress (with separate completion percentages for pump station and force-main noted in the presentation) and that the Wagner Road water-main extension is nearing design completion. He told council staff had been notified of approximately $3,000,000 in grant funding to advertise for lead service-line replacement construction this month.
Williams also said a temporary Oak Hill Road bridge was delivered Feb. 25 and the tentative reopening date is March 2026; a permanent bridge is in design and staff are securing temporary easements and environmental permitting. Downtown beautification work included about 89 parking spaces completed, with another roughly 75 spaces planned across from an existing parking area once weather permits.
Council and staff discussed lighting, parking signage and short-term courthouse-parking logistics in the context of these projects; staff committed to outreach and posting parking options for court users. No construction contracts were awarded at the meeting; updates and bid advertisements were part of the informational presentation.
