Staff reports most repairs at Tule Springs regional park; developer says park is open but will not return for June check

City parks staff told the City Council on April 15 that the Villages of Tule Springs regional park has seen substantial progress toward remedying previously flagged deficiencies. Doug Geil, director of Parks and Recreation, said park restrooms have been cleaned and reopened, trash pickup and irrigation are operating, missing swings were replaced, entry gates repaired and the splash pad certified. Geil reported that 11 of 14 outstanding items have been completed and two others are in process; turf reseeding remains to be confirmed.

“Last month…there was 14 outstanding items that still needed to be addressed. And right now, 11 of the 14 have been completed, and 2 of them are in process,” Geil said. He showed photos of repaired gates and irrigation and said reseeding was underway; staff expected germination within one week and a good stand within two weeks, with success known in four to six weeks.

The developer’s representative, Bob Groenauer, said the park is open and that his client had spent thousands to comply. Groenauer asked not to return for routine status checks, saying, “We think there's better things to do from here” and that they were not in violation; he added that the developer expected park transfer to the HOA soon. Council members reiterated their commitment to 30-day status checks and asked staff to provide a June report. One councilmember recommended staff return to report any remaining issues and to bring the developer back only if problems persist.

Next steps: staff will continue to monitor park work and provide a status report at the council's next requested check in June; developer indicated he would not attend that check but stated trees and rock work would be completed by May 1 and that transfer to the HOA was likely soon.
