Commission forwards 235 W. Brooks reclassification for banquet hall to city council after neighbor parking and hours concerns

The commission voted to forward a property reclassification for 235 West Brooks Avenue to the City Council so the property may operate as a banquet hall with a 150-person capacity and an indoor service bar.

Ricky Barlow, land-use consultant for Inc. Elevated, said the project adapts an existing 6,500-square-foot warehouse and emphasized on-site operations and interior beverage service; he told commissioners the applicant will obtain required building permits for an indoor bar and intends to comply with North Las Vegas regulations. Barlow described neighborhood outreach and said roughly 100 notices went to a 750-foot radius; he listed neighbors who attended the neighborhood meeting.

Neighbor Chris Watts voiced concern about parking and late-night activity, saying he counted "27 spots in the front and 3 in the back" and estimated that, at 2.5 people per vehicle, the venue could require roughly 60 spaces. Barlow and staff responded that the parking requirement for the banquet use (based on the gross floor area) would be about 24 spaces as recorded in the staff report, and that reciprocal parking arrangements would have to be paved and filed with the city to be valid. Commissioners discussed hours of operation; Barlow said the applicant is "amenable" to hours limits and noted that alcohol conditions would be set when a liquor special-use permit is requested.
