Commission approves Pinos Pallet’s on-sale liquor request for paint-and-wine studio with conditions to follow in licensing process

The Planning Commission voted to approve a special use permit allowing Pinos Pallet to operate with an on-sale liquor license (no restaurant) at 2546 East Craig Road in the Cannery Corner commercial center.
Staff described the proposed use, noted that the site meets the 400-foot separation requirement from schools, churches, parks and daycares, and recommended approval subject to listed conditions. Liz Olson, representing the applicant, said the concept combines painting classes with wine or cocktails and that customers must sign waivers and show identification when alcohol is served: “If you do do any type of alcohol, you have to show your ID,” she said. Olson told the commission the tenant expects to open at the end of April.
Commissioner Menzies and others pressed for clarity about age-group classes and whether children might attend events; Menzies said the permit paperwork online referenced age-grouped classes but lacked detail on alcohol supervision. Staff and licensing staff explained that business-license and liquor-license procedures and any subsequent special-use steps would impose appropriate restrictions and that conditions may be added when the item advances to council. Commissioner Vergara moved approval with staff conditions and the commission approved the motion by voice vote.
The approval allows Pinos Pallet to proceed toward council review and required business-licensing steps; detailed operating restrictions tied to alcohol service will be addressed by licensing regulations and the council process.
