Amphitheater playground proposal stalls after council debate over park equity and safety

A proposed ordinance to provide capital funding for playground equipment at the downtown amphitheater drew divided responses from councilors and did not secure enough votes for passage at the meeting.

Councilor Lowe opposed the proposal, citing safety and alcohol concerns if playground equipment sits adjacent to a venue serving alcohol: "I cannot support this knowing that there will be a possibility of a parent bringing a child, consuming beer, liquor, or wine, and then tell the kids... come on, y'all... Just get in the car," Lowe said. Councilor Glenn also argued for distributing park improvements to neighborhood parks and said some local parks urgently need upgrades before adding amenities to the amphitheater area. Councilor Nipper countered that the funding originates from the state for the amphitheater project and said the facility is open during the day and can be used by neighborhood children; he announced his support.

After debate the council determined the ordinance had not received enough votes and moved it to second reading, sending the item back for further consideration and possible amendment. The clerk recorded that the ordinance did not have the required number of votes and will return at a subsequent session for a second reading.
