Council heard from Cricket Rodriguez, executive director of Downtown Lima Inc., about proposed changes to the city’s designated outdoor refreshment area (DORA). Rodriguez said recent downtown dining trends and retail expansion supported a move from complex day-to-day rules toward a consistent 9 a.m. to midnight daily schedule to accommodate brunch service and simplify compliance for businesses and the public: "To keep rules as consistent as possible... we thought it was best to go to a 9am to midnight, seven days a week," she said.
Councilors asked about the program boundaries and were directed to DowntownLimaInc.com for maps of the irregularly shaped zone; the council approved Ordinance 6426 on first reading by roll call, 8–0. Rodriguez and the mayor thanked participating businesses and volunteers for administering the program.
