Downtown director backs DORA hours change; council approves 9 a.m.–midnight window

Council took first reading of Ordinance 64-26 to amend the rules governing the Designated Outdoor Refreshment Area (DORA). Mayor and Downtown Lima Inc. executive director Cricket Rodriguez explained the change was proposed to simplify enforcement and better support expanding brunch and retail hours downtown.
Rodriguez said the revision moves from a noon-to-noon model to a 9 a.m.–midnight daily window so patrons and businesses can easily understand operating hours: "...we thought it was best to go to a 9AM to midnight 7 days a week... so everybody can make sure that they're complying," she said. Councilors asked for boundary information; Rodriguez directed members to downtownlimainc.com and noted the boundaries are irregular but visibly marked. The ordinance passed on first reading 8–0.
