Resident recounts Nov. 8 police encounter and asks council for oversight

Clayton Fields said he was placing documented facts on the public record about an incident on Nov. 8 involving the Lima Police Department. He told council that officers approached his front door and positioned themselves at windows, that an officer was recorded saying they had lost visual contact with a suspect before arriving at Fields' home, and that no emergency or active pursuit justified the actions he described.

Fields said the police department later posted his photo publicly while department records showed officers had already run his identification multiple times that night. He said he attempted to pursue the matter internally but could not obtain complaint forms and that he has since submitted his own grievance; he asked council, as the city's oversight body, to take the matter seriously. "I am asking that this be taken seriously at that level," Fields said, and he indicated the issue had been referred to an appropriate legal process outside council. Councilors later voted to add a related item — proper conduct and follow-up procedures for home arrests — to the Safety Service Committee agenda for further consideration.
