Committee recommends adopting Kansas Standard Traffic Ordinance (TC 3506) to take effect May 1, 2026

City staff presented Ordinance TC 3506 and recommended the committee forward it to council to adopt the Kansas Standard Traffic Ordinance (STO), aligning municipal wording with annual state statute changes.
Staff said most neighboring cities adopt the STO; by doing so Overland Park would keep language current and make it easier for officers hired from nearby jurisdictions to understand local citations. Staff also said the city will keep certain local provisions—such as electric-vehicle charging parking rules and a unique toll-lane code for the US-69 Expressway—that do not have state equivalents. The ordinance was moved and the committee recommended council passage with an effective date of May 1, 2026.
Staff said few changes require additional training for officers or prosecutors and that they have included prosecutors in drafting the redline version to preserve provisions the prosecutor’s office wanted to keep.
