Committee recommends 2027—631 CIP, adds amendment to accelerate Young—s Aquatic Center youth-pool work

Staff presented the Community Development section of the proposed 2027-2031 five-year financial plan and capital improvement program, reviewing dozens of parks, trail and facility projects and funding sources. Staff noted specific items including Kingston Lake restroom ($1,045,000; some design funding moved into 2027), the large Clock Tower Landing project ($33,900,000, on time and on budget ahead of World Cup) and a variety of maintenance and new projects funded from special parks and recreation funds, PECO, stormwater and enterprise funds.

After staff presentation, the chair moved to recommend committee-of-the-whole approval of the 2027-2031 plan. The chair then proposed an amendment to add Young—s Aquatic Center youth-pool renovation (project 2128) to the 2027 construction schedule and to direct the city manager to identify revenue sources and amounts. "I move to recommend committee of the whole approval of the 2027-2031 five year financial plan..." the chair said, later adding the proposed Young—s amendment. The amendment was seconded, discussed by several council members who emphasized honoring prior timelines for pool projects, and ultimately accepted. The combined motion (plan plus amendment) passed on a voice vote.

Committee discussion touched on project timing, funding constraints and prioritization; staff and council asked to revisit specific project budgets and funding sources as assessments and fiscal projections are refined. The committee recommended the revised CIP package to the committee of the whole for further review.
