Votes on 5107–5109 passed without recorded opposition; on Resolution 5110 (Blue Mass) one committee member asked about First Amendment concerns and was recorded as abstaining. Chair reported a 5–0–1 split (five yes, zero no, one abstention) on that item in the meeting’s verbal tally.
