Executive Secretary Michelle Cothrun said other boards typically release business mailing addresses but not email addresses and that she had reached out to legal counsel and other boards for guidance. Henna Rasul pointed the Board to NRS 239B.040 as the statutory section that governs limits on public records and recommended staff confer with Deputy Attorney General Harry Ward.
Board members discussed voluntary opt-in models used by other states and professional associations as an alternative to providing email lists from Board-held records. Investigator Dustin Hopfe noted that professional associations sometimes maintain contact lists, but that state boards operate under different public-record rules; the Board agreed to table the request for further legal review and return the item to a future agenda.
