Councilmembers press for gateway-quality development, not just LC3 uses, at Sienna corridor hearing

Commissioners and councilmembers also asked about how staff is integrating the new comprehensive plan into parcel-level zoning decisions; staff and the economic development team said mixed-use and commercial emphasis could be reflected in a PD and that traffic-impact analyses and mitigation (turn lanes, deceleration lanes) will be required for high-traffic generators. The broader council discussion highlighted the tension between property-owner expectations created by earlier development agreements and the council's desire to shape long-term city character.
