Councilman Richard Reno asked whether the council should be notified and whether limits should be placed on gifts the corporation can accept; city counsel (Kyle) and another attorney explained the corporation’s purpose is defined in its articles of incorporation and that acceptance depends on whether a gift fits the corporation’s purpose.
On a related consent item, Councilmember Ross noted the Planning & Zoning special-meeting language contained an explicit "at least 5 business days" notice requirement that the other bylaws did not include; he moved to strike the 5-business-day clause for consistency. Council approved the motions and consent changes 5–0. Council members asked staff to research whether a dollar threshold or notification process should be brought back as a possible future amendment.
