Council approves city-funded PIPA to install 16-inch water line on FM 1387, citing future TxDOT plans

"The total amount is $236,037.50. We ask for some contingency, which takes that up to $261,037.50," the presenter said, adding the work covers about 750 linear feet and the cost will come from the utility fund. Staff said the developer will install the line as part of their development and that the city is financing the design, some attorney fees and the city's share to keep the utility outside a future TxDOT right-of-way. Council questioned how the 30% maximum participation cap applied and staff said the project stays within that threshold. The council approved the agreement 5–0.
Council members repeatedly noted that installing the line while the site is undeveloped avoids remobilization and replacement costs later; staff said TxDOT’s timetable is uncertain and not on a 10-year plan, so the city is acting proactively.
