Middletown awards 2026 road improvement contract to James D. Morrissey Inc.

Public Works explained the base bid includes complete mill and repave work for the Quincy Hollow and Juniper Hill neighborhoods and that alternate #1 addresses drainage regrading on Harris Avenue; that alternate will be paid from stormwater fee funds.
Board members asked about restriping service roads that might be affected by future PennDOT projects; staff said the service‑road restriping will improve safety now and that coordination with PennDOT continues. The motion to award the contract passed 5–0.
Next steps: staff to execute contract, schedule construction and coordinate required drainage and ADA ramp work described in the project scope.
