Council directs Planning Commission to draft proactive rezoning near ERC/casino corridor

Jared Cruz explained the parcels reviewed included a 10‑acre Seventh‑day Adventist Church site, a 25‑acre (mostly wetlands) parcel at 230 Medical Park Boulevard with roughly three buildable acres, and a 2.1‑acre church parcel at 27 Sealer Drive. The commission recommended MXD zoning to require special‑use review for more intensive commercial uses and allow council and the planning commission to attach conditions. "The mixed‑use zoning aligns with the future land use map and gives you the ability to place conditions on uses," Cruz said.
Council debated whether a proactive, city‑initiated rezoning could be perceived as targeting low‑income housing plans or otherwise limit owners' rights; the city attorney said previously approved entitlements (such as a low‑income multifamily plan on 230 Medical Park Boulevard) would likely be grandfathered. Councilmember Kupfer moved and the council directed the Planning Commission to prepare a draft ordinance for consideration at the second June meeting.
