The Petersburg City Council unanimously approved an amendment to the FY26 Grants Fund to accept multiple grants totaling $785,358.52, including a $750,000 award from the Virginia Department of Conservation and Recreation for Wilcox Lake restoration.
Gary Koeser, the city budget manager, listed the grants: a DEQ litter grant of $7,674.52 for Public Works and Utilities, a $750,000 DCR grant earmarked for Wilcox Lake, and a $27,684 JAG award from the U.S. Department of Justice for the Petersburg Bureau of Police. Koeser said none of the grants requires a local match and the total is fully funded. "None of these grants require a match, so fully funded," he said.
Council members asked how the litter grant will be used and whether it could be applied to more frequent cleanup events; Public Works staff explained the grant supports twice‑yearly cleanups and dumpster provision with Meridian, and said staff could report back on whether the grant could add an additional cleanup. Councilmember Jones asked for the city cost figures to be made clearer in future materials; Koeser said grants are typically cost‑neutral because the city pays costs initially and is reimbursed. The motion to accept the grants carried on roll call.
