Alliance adopts ordinance restricting passenger loading in travel lanes and at unsafe locations

On Feb. 17 the Alliance City Council adopted Ordinance No. 3016 adding Section 26-59 to the municipal code to regulate passenger loading and unloading. The ordinance does not ban passenger loading altogether but makes it unlawful to load or unload passengers in travel lanes, intersections, crosswalks, fire lanes, or other locations the City designates as unsafe; it also prohibits leaving a vehicle unattended in marked loading zones.
Chief Leavitt told the council that the existing state statute permitting "temporary loading and unloading" constrains enforcement and that the proposed code section would give officers clearer authority to require use of designated loading areas. He emphasized the ordinance’s practical purpose in school zones and public-safety contexts, noting a specific exception that allows school buses to temporarily stop to load/unload on the north side of Grandview Elementary School on East 7th Street.
Council approved the ordinance by unanimous roll call. The ordinance becomes effective after publication according to law; the code section expressly allows the City to post and enforce designated loading zones.
