Rockwall County authorizes county engineer to seek TWDB/RFPG grants for dam breach analysis, adds Site 16

The Rockwall County Commissioners Court voted March 30 to authorize the county engineer to request funding through the Texas Water Development Board and the regional Flood Planning Groups for dam breach analyses and emergency action plans for NRCS watershed dams.
"Dams are a big issue," Erica, the county engineer, told the court, noting that many county dams are aging and that several were built in the 1950s. She said grant-funded studies would produce inundation maps and individual emergency action plans that identify who to notify and how to respond if a breach occurred.
Commissioner Stacy said the resolution would allow the county engineer to submit up to 33 separate individualized requests and that the process would take place over multiple years. During consideration, commissioners observed that Cedar Creek Site 16 was omitted from the initial list; the court approved an amendment adding Site 16 between Site 4 and Site 16A. The amended resolution passed by a recorded announcement of 5-0.
The court discussed the broader context of state-initiated financing and emphasized that the county would coordinate with regional partners to prioritize high‑need dams. The county engineer will proceed with grant requests and return to the court as applications and award decisions develop.
