Commissioners unanimously approve conceptual plan for 38.5-acre mixed-use development north of University Drive

Town staff presented a conceptual development plan for Tracts B, C and D of Plan Development 38, a roughly 38.5-acre site north of University Drive, and recommended the commission approve the concept plan. The proposal shows 18 buildings on 12 lots with a mix of hotel, office, restaurant and retail uses, a collector access road to provide frontage for each lot, a retention pond on the east side and pedestrian trails connecting open space.
"Staff is recommending approval of the conceptual development plan," Town staff (S6) told the commission during the presentation. Commissioners asked clarifying questions about the project layout and commercial mix; Chair (S2) said, "Prosper can always use restaurants," noting the town benefits from additional dining options while also urging attention to design detail.
Commissioner (S3) moved to approve the concept plan for Tracts B, C and D; the motion was seconded and the commission voted 5–0 in favor. The approval was conceptual only; staff and commissioners noted additional detail will be required at later stages, including preliminary site plans and design refinements.
