Board raises connectivity, floodplain and maintenance concerns about Mirabella land offer

Parks staff outlined a proposed Mirabella development agreement in which the developer offered to dedicate 19.4 acres to the town and provide a $225,000 credit for trail construction; staff said only about 2.3 acres are non-floodplain and that the town would still need roughly $660,000 to develop the site. Dan Baker told the board the developer also proposed a $1.9 million tree mitigation payment that, under current rules, cannot be fully applied to park construction.
Multiple board members said the site’s floodplain characteristics, pond ownership and long-term dredging/maintenance liabilities create uncertainty. One member urged a larger developer contribution and better connection to the adjacent neighborhood; another suggested a 50% developer match toward park development costs. After discussion, the board moved (first by Kyle LaFernay, second by Deb Horan) and voted 5-0 in favor of not accepting the Mirabella proposal in its current form; staff will convey the board’s concerns when staff presents the agreement to council.
