Council amends Plainview Country Club agreement to require financial review rather than audit

City staff recommended amending the Plainview Country Club agreement (signed June 2023) to replace the word “audit” with “independent financial review” in Article 1.06 and related clauses. The city manager told council the audit requirement had been waived in 2024 and 2025 to allow the country club time to comply, and staff said a full audit could cost roughly $30,000. “So that 1st year, the agreement was to provide a financial audit ... However, that 1st year, the audit was waived,” the manager said while explaining the staff recommendation.
Councilmembers discussed transparency and oversight; one councilmember said a financial review is less comprehensive than an audit but could establish a benchmark for future audits. Councilmember House moved to change the contract language to require a financial review and Councilmember Martinez seconded; the amendment passed and staff said quarterly financial statements and insurance documentation will be provided in council packets moving forward.
