Independent review finds Rosenberg police met state racial-profiling requirements for 2025

Dr. Alex Del Carmen presented the Rosenberg Police Department's independent annual review of motor-vehicle contact data for calendar year 2025 and told the council the department "is in full compliance with state law once again." He said the department received one racial-profiling complaint last year that was deemed unsubstantiated and that required public-notice and complaint information is posted in the department lobby and printed on citations.
Dr. Del Carmen described the three analyses performed: evaluation of 2025 data, comparison to a baseline, and pattern analysis of searches. He said most stops were for violations of law, most stops occurred on city streets and most searches were supported by probable cause. He recommended continuing searches data collection, annual training, and fostering community partnerships to build trust. Councilors asked about the substantiation process; Dr. Del Carmen said internal affairs examines body- and dash-cam, interviews witnesses and follows state procedures.
