The Rosenberg City Council approved resolution R4029 to authorize Quiddity Engineering LLC to update the city's Groundwater Reduction Plan (GRP) at a cost of $89,000. Staff said Quiddity prepared the city's prior GRP in 2010 and has maintained the water system models since then.
Charles (city/consultant) explained the update will review demand projections, supplies, conservation measures, reuse expansion and capital improvements necessary to meet the subsidence district’s new rules. "Currently, the city is required to limit groundwater use to no more than 70% of their total water usage," Charles said, adding the district now requires annual reporting of GRP milestones tied to permit renewals.
Council asked whether switching to surface water through Brazosport Water Authority would affect rates. Charles answered that if the city draws more BWA water, "we probably will have an increase in rates because we'll be paying BWA more water, more money." He also noted BWA is adding capacity, including reservoir work and desalination testing, to increase available surface water.
Council approved the Quiddity proposal by voice vote; staff noted the item is partially funded in the FY2026 budget and that a subsequent budget adjustment will cover remaining amounts.
