The Rockwall County Commissioners Court voted unanimously to approve Supplemental Agreement No. 4 between Rockwall County and HNTB Corporation for the FM 552 project, increasing the contract by $546,875. County staff said the change allows HNTB to break a completed PS&E (plans, specifications and estimates) set into three smaller, more fundable packages and should help the county secure construction funding more quickly.
Brenda Callaway of ITS explained the history: "We did first look at it as a 6‑lane divided facility, but the community through public hearings and public involvement decided that they did not want a 6 lane facility for FM 552, so that took some time for us to go back to COG and get it changed in the Metropolitan Transportation Plan to go from 6 lanes to 4 lanes." Commissioners noted the mirrored objective—making the project easier to fund by packaging it into smaller contracts—before voting 4–0 to approve the supplemental agreement.
