The board considered the district’s recommendation to award a competitive sealed proposal (CSP2526.04-2) for replacement of security cameras and video management software at Rockwall High School and Rockwall Heath High School. Administration reported several proposals were received by the May 27, 2026 deadline with bid amounts ranging from about $771,000 to over $1.5 million; multiple proposals were rejected as nonconforming because hardware or server specifications did not meet the district’s requirements.
Administration recommended awarding the contract to Arrowwave Technologies, the lowest conforming bidder, in the amount of $771,295.94 and funding the work from remaining funds in the 2007 bond authorization. "The lowest conforming bid that we received was from Arrowwave Technologies in the amount of $771,295.94," a district presenter said. Board members asked whether the low bid was likely to generate change orders; administration responded that because the district reissued the solicitation with refined specifications after the first round, they did not anticipate change orders.
The board approved the recommended award and authorized the senior finance officer to execute a contract agreement amended by the district’s legal counsel. The board’s action directs administration to proceed with contracting and implementation under the terms described in the CSP packet.
