Brian (city staff) and Mohammed (planning staff) told council the ordinance (Ordinance 2026‑13, adopted April 7) prohibits light trespass measured in foot‑candles and that commercial fixtures are required to be shielded and angled no more than 20 degrees from vertical. Staff reported police measurements showed readings above 0.5 foot‑candles at the site. Council members directed staff and police to visit the property at night to observe and take readings; council did not issue an immediate citation and treated the outcome as staff direction rather than a formal enforcement action.
