During the director’s report, the Director described preliminary talks with a private operator, Soccer 5, to lease a north portion of Roan Park near Texas Parkway. The operator would invest roughly $1,300,000 to install turf small-sided soccer/futsal fields, run programs and allow public access through city programming; the Director said the proposal envisions a 10-year lease and a revenue-share arrangement for the parks department.
The Director framed the proposal as a public–private partnership that would keep the space publicly accessible through programming while having a commercial operator manage day-to-day activities. Board members were told the partnership would provide capital upgrades and increased use of Roan Park, and staff will bring additional details, terms and any proposed lease agreement back for review before any council action.
