Council authorizes $154,000 plan to study Texas Parkway revitalization

David Gwynn of the city’s economic development team presented a three-part contract to develop a revitalization plan for Texas Parkway that centers stakeholder engagement, a conceptual plan and memorandums of understanding with the city, county and community college district. "The project is 2 parts...The 1st is to work with an identified group of stakeholders, to find out where we have commonality," Gwynn said, explaining the phased approach.
Councilmember Riley confirmed the contract covers planning only and does not fund construction; the $154,000 listed in the presentation is intended to cover the consultant’s work on stakeholder meetings and the concept plan. The contract is structured in three notices to proceed so the council may halt later phases if it declines to continue. Council moved to approve the contract and the motion carried unanimously; staff said they will notify council as each segment reaches a notice-to-proceed stage.
