Public Works Director Mustafa Albasam presented a Capital Improvements Program update March 16, outlining timelines for several projects: Freedom Tree Park's main portion remains under construction with anticipated midsummer completion, the field operations center is targeted for midsummer 2026 though staff acknowledged challenges, and Lexington Boulevard reconstruction is expected in early summer 2026.
Albasam and a staff member (Shash) explained specific neighborhood projects. For Oakwood Forest, staff described resetting culverts and regrading open ditches to improve drainage in an older subdivision without a traditional storm system. Regarding the Gulf Coast Maintenance Facility, staff said demolition is part of the current contract scope and will occur after the new facility is occupied, but future redevelopment of that site is not currently funded and should be discussed in the next budget/CIP cycle.
On lighting and mobility work, staff reported about 30 intersections have had timing adjustments and controller integrations, and about five signal cameras were replaced recently; Albasam said CenterPoint provides an annual allowance (about 50 lights on local residential corridors) and the city is working with TxDOT on lighting for major corridors such as Cartwright Road and Texas Parkway. Council members requested robust HOA and resident notifications for construction impacts and asked staff to provide lists of streets and schedules for affected districts.
