Missouri City Council voted unanimously March 16 on an ordinance amendment to Chapter 86 of the Missouri City Code that will repeal service fees from the code and place fee schedules into a resolution, and that will add a process for reserving utility capacity once available capacity is reviewed and capital recovery fees are paid. Staff advised the ordinance change is intended to give the city flexibility to manage development and utility capacity and that the ordinance will return for second reading on April 6.
Nicholas Cook, assistant director of utilities, explained the ordinance pairs with a separate resolution (considered at the same meeting) that will set specific fee amounts and the implementation approach. The staff presentation framed the change as part of a longer-term approach to proactively manage development and protect utility system reliability. The council moved, seconded and the motion carried unanimously; staff said they would be available to answer questions prior to the April 6 second reading.
