Staff said the prior phase should be completed this summer and that TxDOT has been consulted; the project will use roadway impact fees for design and construction.
Staff described expected traffic benefits (better morning peak throughput and double-stacking at Hawkins Run) and answered questions on poles, trees and possible signal warrants at Belmont. Council approved the contract and directed staff to coordinate with TxDOT on final scope and schedule.
