She said the requests are to consolidate multiple zoning designations and allow future retail and commercial uses and to accommodate the sanctuary's expansion needs.
Commission discussion focused on whether straight commercial zoning was appropriate or whether a plan development with specific use restrictions would limit unwanted traffic and reduce the risk of spot zoning. The chair said, "It just it with everything else around it not being commercial, it just seemed to me like a little bit of spot zoning." Josh Waller, Park Hill's representative, responded: "The main premise was to combine... So we just needed to combine it under 1 commercial suited their needs. ...It is getting a larger track because they need the space." The smaller parcel (item 14) passed 6–1; the larger associated request (item 15) passed 7–0 after administrative vote handling.
