Commission authorizes chair to sign multi‑jurisdiction drug enforcement MOU; counsel says interlocal may be needed

The commission voted 5‑0 on April 20 to accept a memorandum of understanding creating a multi‑jurisdiction drug enforcement task force that includes representatives from Haskell County Sheriff’s Office, the Liberal Police Department and Seward County. A commissioner raised that the MOU had been drafted and signed without prior commission acknowledgment and legal counsel reviewed and revised some language.
County counsel and another speaker cautioned the board that the MOU may not satisfy the legal requirements of a full interlocal agreement and that a separate, more formal interlocal document may be needed for long‑term governance. One commissioner moved to give the chair authority to sign the MOU for the short term while counsel coordinates interlocal drafting with other agencies' attorneys; the motion passed unanimously.
