The commission voted to approve a rezoning request for a nonconforming lot after applicant representation and staff explained flood-control and grading requirements.
Jim Waite, representing the applicant, said the lot was nonconforming but that he had collected neighborhood support signatures. Opponent Dwayne Stevenson urged commissioners to visit the site and warned that additional impervious surface could worsen flooding, saying the property currently pours water onto his land and that he was “very much so against it.” County staff and other board members responded that current county code requires an engineered lot-grading plan for building permits on projects of less than two acres to ensure water is contained on-site. One commissioner said the rezoning was not a setback issue, that drainage standards have been raised, and moved to approve following the zoning-board recommendation; the motion passed without objection.
The approval is subject to standard building-permit requirements, including an engineered lot-grading plan at the time of building permit application.
