Council reviews proposed 2027–2031 capital improvement plan, including dog park, drainage and road projects

Staff presented the proposed Capital Improvement Plan (CIP) for fiscal years 2027–2031 and described the projects recommended by the planning commission for council review.
The CIP list for FY2027 includes about 14 prioritized projects and identifies more than 30 ongoing projects in various stages. Staff highlighted a proposed dog park to be located off Airport near Graber, LED lighting upgrades for sports fields (an RDC-funded phase), Dry Creek regional detention pond expansion, a proposed I‑69 deceleration/right-turn lane at Louise Street (the traffic study found a right‑turn lane warranted but an acceleration lane would require property acquisition), and a number of water/wastewater projects including a lift-station reconstruction and reclaimed-water system upgrades.
Council discussed project priorities, funding sources (developer fees and special funds), potential TxDOT participation on the Carlisle/Louise corridor work, and the schedule for bringing a resolution to adopt the CIP back to council. Staff said the CIP is a guide and that specific contracts and funding approvals will return to council for final authorization.
Next steps: staff will prepare a resolution for formal adoption at a future meeting and provide any requested cost or acquisition estimates (for example, TxDOT coordination and property-clip costs for Louise Street improvements).
