The court approved a one‑year contract with 1 Community USA to provide reentry, diversion, restorative-justice and workforce readiness programming at the Rockwall County Detention Center for a term beginning May 1, 2026. The contract amount is $46,350 annually, billed monthly from jail commissary funds.
Sheriff Garrett described the program's inside‑the‑jail component and introduced Ian Fuhrer, CEO of 1 Community USA. Fuhrer said the program offers a six-times‑a‑year pre-release class delivered Monday through Thursday with 22 one-hour lessons and outside mentorship and volunteer instructors. "We require that [participants] want to be different because they want it, not because a judge made them do it," Fuhrer said. He added that roughly 10% of participants follow up with the program after release, and that mentorship can continue for multiple years.
Commissioners asked whether recidivism metrics could be tracked; Fuhrer said tracking outside outcomes is challenging because many participants are not from Rockwall County and there is no universal ID across facilities. The motion to approve the agreement passed 5–0; commissioners invited court members to attend program graduations.
