TABC awards life‑saving commendations to enforcement agents after two incidents

The Alcoholic Beverage Commission on March 24 recognized enforcement agents with life‑saving commendations for two separate incidents in 2025 in El Paso and Lubbock.
Deputy Chief David Doggett recounted an Aug. 30, 2025, undercover operation in El Paso in which "multiple gunshots were fired from the patio area of a bar." He said Agent Villegas "re‑entered the bar despite not knowing the shooter's location" and applied a properly positioned makeshift tourniquet and elevation that "halted the bleeding" until fire and EMS took over. The commission joined Doggett in congratulating Agent Yolanda Diaz (identified as the recipient during the presentation).
Doggett also described an Aug. 16, 2025, Lubbock operation where agents Ishmael Hymies, Lieutenant James Sloan and James French responded to a suspect who lost consciousness with a deep arm laceration; staff provided tourniquets, hemostatic gauze and airway management and transported the suspect to UMC Medical Center, where he underwent surgery and ICU care. Lieutenant James Sloan emphasized that "on our scenes, we have other agents... getting a hold of EMS" and credited teamwork for the outcome.
Commissioners praised the agents' courage and noted these actions demonstrate the field role of enforcement staff in protecting Texans. The presentations were ceremonial commendations; no further action was recorded.
