Applicant says PDD will allow road, fire-safety and landscaping upgrades at manufactured-home park

Justin Prewitt, representing the owner, told the commission the PDD is intended to let the owner or a future manufactured-home park developer make substantial improvements without losing legal status. "If you remove that nonconforming status it would" improve marketability and allow permit-driven improvements, he said.
Prewitt described likely upgrades as repaving the ring road, adding a fire-loop system and improving landscaping and buffering around the site. He reiterated the applicant is not seeking to change the base PC zoning to allow industrial uses and said HUD-certified manufactured homes built after 1976 have federal and state protections that affect local code application. Commissioners asked whether individual homes are owned by residents (Prewitt: yes) and whether there is on-site management (Prewitt: a responsible party is on-site and there is no intended change).
