THDA staff presented the agency's 2026 Housing Needs Assessment and a calculation of the 2026 Housing Cost Index (HCI). The Board voted to approve the 2026 HCI, which THDA reported as 40.72%, down from 2025's index of 45.48%.
Amara Mattingly, Senior Research Analyst, presented the Housing Needs Assessment. Lindsay Hall reviewed the HCI materials (memo dated Dec. 16, 2025, from Dr. Hulya Arik and Dr. Dhathri Chunduru) and noted the index decline. A motion to approve the 2026 HCI was made by Micheal Miller, seconded by Eva Romero, and carried. The assessment and index materials are included in the board packet.
