A staff member told commissioners, “The deadline to submit ballot propositions for a November 3 ballot measure would be August 17,” and several members warned that if the commission waits until its May 21 meeting there will be only a handful of council meetings left to process anything the commission forwards. Commissioners agreed two members would review past meeting video and submit written recommendations for the next meeting to ensure the record shows which items were formally voted and approved.
Commissioners repeatedly distinguished between recommendations (non‑binding suggestions to council) and charter amendments (changes to the charter that would go to voters). One commissioner urged using minutes to identify items that had formal votes rather than relying on informal notes, saying the minutes are the clearest evidence of action. The chair and staff committed to circulate a version of the draft language with strikeouts and insertions so commissioners can review proposed wording before May 21.
The commission scheduled the next regular meetings for May 21 and, if needed, June 18 to allow completion of outstanding tasks. Members agreed there would be no formal final action at the April 16 meeting on the full packet; instead, they will return with an edited draft and recorded recommendations.
