The Shaker Heights City Council held the second reading of Ordinance 26‑65, a proposed zoning text amendment that would classify cannabis dispensaries as a conditional use in commercially zoned districts and add a new Chapter 12.63 with business‑specific regulations.
Director Braverman, presenting the Planning Commission recommendation, said the draft ordinance adds a required safety and security plan, prohibits drive‑through facilities and requires dispensaries to be located at least 500 feet from “sensitive uses” such as schools, libraries, daycares and places of worship. "The attached ordinance does convey a recommendation from the planning commission to approve a zoning text amendment to classify cannabis dispensaries as a conditional use in all commercially zoned districts," Braverman said. He told council the ordinance complies with applicable state laws and that a public hearing is scheduled for Aug. 10 for a full presentation and public testimony.
Council did not vote on the ordinance that night; it proceeded to the scheduled public hearing and third reading, where council members and members of the public will be able to provide formal comments.
