Council approves sale of three city lots on Milverton Road for owner-occupant infill

Shara Thomas, Neighborhood Development Specialist, presented an owner-occupant infill proposal by Mark Ferrell to acquire three city-owned parcels (3452, 3456 and 3464 Milverton Road) for $1 each, consolidate them into two buildable lots and construct two single-family homes (one for owner-occupancy, one for a close family member). Thomas said estimated construction values are $700,000 to $750,000 per home and that Mr. Ferrell met permitting and inspection compliance and had past project experience.
Thomas also disclosed that Mr. Ferrell is the spouse of a city employee; she stated the employee had no involvement in the review and that the application was processed per standard procedures. Committees (NED and Finance) recommended approval; council moved to suspend the rules and approved the sale by roll call. Council members asked about tree requirements and the city's ability to call back the property if development milestones are not met; staff said development-and-use agreements include milestones and reversion provisions.
