The JCAPS director presented the FY2027 juvenile corrections comprehensive plan and corresponding grant application, requesting commission approval of the plan as submitted to KDOC. The plan documented programs and requested an allocation in the vicinity of $815,000 for FY2027 under Department of Corrections guidelines.
Commissioners questioned salary line items and whether increasing pay to match OJA matrices would reduce services if state allocations did not rise. The director said she would prioritize services to youth before awarding staff raises and that, if she could not find supplemental grant funding, she would preserve service levels rather than grants-driven raises: "If I cannot find additional supplemental grant to offset the salary, you're correct. I will always provide services before I ever give a raise," she said.
After discussion a motion carried to approve the comprehensive plan with pay line items returned to prior-year levels (motion passed with four in favor, one abstention). The director noted KDOC requires the application by March 15 and asked that the chair be authorized to sign the revised application; commissioners made a follow-up motion to give the chair signature authority, which was seconded and approved.
