The commissioners approved a professional-services agreement with Kimberly Horn & Associates to conduct a countywide street assessment and produce a 10-year pavement management plan. County staff said the core street-assessment work costs $130,000; additional optional tasks (inventory and geotechnical allowance) could raise the contract to a not-to-exceed amount of $225,000. The work will produce a PCI (pavement condition index) for county-maintained roads (excluding TxDOT-maintained state roadways), generate GIS inventory elements (culverts, guardrails, signage) and provide a cloud-based pavement-management tool for planning and prioritization.
Commissioner Stacy noted the contract will draw on Fund 51, where $200,000 was budgeted for the assessment; the court moved to approve the agreement with negotiated edits (reducing certain expense markups) and approved the contract by recorded vote. Staff and engineering representatives said many of the extra tasks are optional and will only be added with county approval.
